Returns a request whose body errors with BodyTooLargeError as soon as more than maxBodyBytes have been read.

Returns a request whose body errors with BodyTooLargeError as soon as more than maxBodyBytes have been read. This enforces the limit for chunked bodies and for clients that lie in Content-Length; the body is never buffered here.
